Child Chained by Neck. Key in Father’s Pocket
NIAGARA FALLS, N.Y., December 29, 1924. — Joseph Zienski was arrested last night, charged with having kept his daughter, 12 years old, chained for several days.
The police say the chain was about 5 feet long, and was fastened around the child’s neck with a padlock, the key of which the father carried in his pocket.
